Okay, jokes aside, there are valid reasons why a cat will come over when you pspsps at them:
First of all, there is some evidence that cats react to “pspsps” because it sounds like prey. It's basically a soft but high-frequency rustling noise. To a cat, that’s very close to small animals moving in grass, so their brain goes: "Investigate immediately”.
Another reason is that this sound naturally cuts through background noise. The sharp “ps” sound sits in a frequency range cats hear really well (better than us, actually). It’s crisp, repetitive, and very directional. This makes it easier for them to lock onto it. Especially compared to normal human speech (which they tend to actively ignore anyway).
And finally, and maybe the one that can make the most sense in our human brains - it's not a threatening sound. If you called a cat like “HEY. CAT. COME HERE.” it'll be way too loud, much more low-pitched, and very direct - kind of aggressive in animal terms. So “pspsps” reads more like an invitation than a command in a cat's mind.
