Construction work, even when it's not being done on your own home, can really drive a person crazy. Instead of hearing birds lightly chirping throughout the day, you now hear a construction crew drilling into boards 20 hours a day. Instead of listening to the neighborhood kids laughing while playing outdoors, you're now subject to the loudest drilling noises possible, combined with a blaring boom box radio to keep the construction workers entertained.
And that's just the impact for a neighbor who's doing work. When it's your own home, it's far worse. It impacts your sleep when these folks start for the day in the early hours of dawn. It's actual a big cause of a lot of divorces, believe it or not! A lot of couples split up because having their home under construction is so stressful and bothersome that it makes them get into arguments all the time. Beautifying ones' home certainly comes with a price.

'The neighboring construction workers didn’t bother telling us to cover our window, and now it’s covered in cement that can’t be removed.'

Gosh, this is horrible. Truly cannot believe the workers (and their management!) would let this happen.
Those window screens are going to need replacement, obviously. But I wonder if it's worse than it looks on first glance. Are the screens stuck to that wood frame? Is the screen stuck to the glass?
If they can just get the construction workers to replace the screen, and that's the only thing that needs replacement, then it's not that big of a deal. But like… did they spray cement on the outside of their home, too? Where else has all this dust gone? This could be a way bigger problem than this photo lets on.

Apparently, a lot of cement dust is generated while the workers are cutting it. You'll ususally see one person cutting the cement, while another dude stands there spraying it down with a hose.
That stops a lot of the dust from going up into the air. So it's odd, and concerning, that the workers here never thought that they should be doing so.

People had some excellent advice!
Don’t clean anything. It’s their problem. Take a ton of pictures and send them to their office.

If it's on the window, just think what the wall looks like.

Ask who their supervisor is and ask them about their claim process to rectify the issue

Yeah you should call them. They’ll likely just pay for it or claim it to insurance. Or small claims court. Brand new window installation would be worth small claims court for me anyway.
