What might feel enjoyable or harmless for some people can be overwhelming for others, especially when it's a daily pattern that lasts for hours. If someone tells you they can't work, take calls, or even concentrate because of the noise, the reasonable response is to agree to turn your music down. That's where this issue stops being about a personal preference and becomes about respect. And the basic willingness to make coexistence possible.

The neighbor's justification for not turning it down is so absurd that it makes the situation even more frustrating. It's certainly not possible that this is a community service she does for the people. It's hard to believe that other people's routines are not affected by her loud music. We don't know which alternate reality this neighbor must be living in, but we sure know she should be lowering the volume of her music if she doesn't want to be kicked out by the landlord.

But then there's the lack of action. The strangest thing is that neither the cops nor the landlord is doing anything… At that point, the problem is also the fact that no one is willing to step in and fix it. So, this tenant's concern is really understandable, but as long as no one enforces boundaries and takes real action, the behavior will continue.
