This homeowner, after leaving their home for an errand, witnessed, via their home survailence system, their neighbor attaching his hose to a spigot on his home. To make matters worse, it's not as if the spigot in question was in the front yard... the neighbor actually had to open their gate and cross through into the backyard in order access their backyard spigot. They weren't just quickly watering their garden either but filling their entire pool for 30 whole minutes, which was no small amount of water.

It might not be a masasive thing on its own but the homeowner was understandably upset about this literal and figurative boundary being crossed. It led them to later confronting the neighbor about the situation who put up a weak excuse for their actions. Hey, heatwaves make people do some pretty crazy things, so maybe the hot weather just got to his head.
Going forward, they felt that they would have to physically lock their gate to keep their neighbor from accessing it. Anyone who has been in a simialir situation knows how this goes: You're reluctant to take up the extra admin and mental load required in order to have to worry about such things whereas it would just be easier if you could trust that everyone would just respect your property and your wishes.
